(Introduction of General Administration Department)

The General Administration Department is one of the most important regulatory departments of the State Government. On the one hand the Department prescribes rules and procedure to be adopted in personnel matters specially issues concerning recruitment, training, career development, staff welfare as well as the post retirement dispensation, whereas on the other it acts as the cadre controlling department of Indian Administrative Service, Bihar Administrative Service, Bihar judicial services, Bihar secretariat services, Bihar secretariat stenographer services and Bihar secretariat clerk services.

The department is also concerned with the issues relating to administrative reforms. The state govt. has constituted State Administrative Commission for this purpose under the chairmanship of a retired IAS officer Shri V.S.Dubey. The commission has submitted its first report. The state govt. has accepted most of the recommendation enshrined in the report.

The department also looks after the constitution and working of a number of commissions which have been constituted for ameliorating the condition of Mahadalits, Backward Classes and the Most Backward Classes. These are Rajya Mahdalit Aayog, Pichda Wargo ke liye Rajya Aayog and Ati Phichda Wargo ke liye Rajya Aayog.

The department also coordinates with the two Commissions BPSC (Bihar Public Services Commissions) and SSC (Staff Selection Commission) which looks after appointment to the gazetted post and non gazetted post respectively.

In recent times, after the enactment of Right to Information Act, the department has been notified as nodal department for implementation of RTI in the state. The department has to its credit the first of its kind Call Centre (a link) in the country, where people can register their applications under RTI either on telephone or through Email. The State Government has constituted an Information Commission for this purpose. It consists of a Chief Information Commissioner and two Information Commissioner. The work relating to preparation of directory comprising names, designations, telephone nos. of all Public Information Officers (PIOs) and Appellate Authorities in the state is under way.
